U.S. Immigration and Customs Enforcement agents have been told to stop making most traffic stops Tuesday after agents fatally shot a man on Monday.

Monday’s deadly shooting was the second committed by ICE agents in the course of a week. Tuesday’s order directs immigration agents to pause traffic stops and use other methods to carry out their enforcement duties.

ICE said in a statement that it is “always evaluating our procedures to keep our officers safe and criminals off the streets.”

The Department of Homeland Security said in a statement that an ICE agent was “fearing for public safety” when they opened fire and the victim of the shooting “attempted to flee the scene.”

The man killed on Monday, 26-year-old Joan Sebastian Guerrero, was not the target of a warrant, Sen. Angus King, I-Maine, said in an appearance on CNN. King said he learned this while speaking with Secretary of Homeland Security Markwayne Mullin.

King added that he was told the agents who were present at the time of the shooting were not wearing body cameras.

Guerrero was an immigrant from Colombia. The Colombian Embassy said in a statement that it has “requested information and clarification from the Department of Homeland Security regarding the circumstances surrounding this lamentable death and will continue to follow the case closely as the investigation progresses.”

The Portland Press Herald published a photo of Guerrero’s vehicle after the shooting showing that his windshield had four bullet holes in it.

“The question is, what did he do with his vehicle?” King asked. “Were officers threatened? Were the threats rising to the level that justified deadly force?”
